France awards the National Order of Merit (Ordre national du Mérite) to the Director of the Department of International Cooperation (NAPA)

On April 9, 2024, the Embassy of France in Hanoi organized the awarding of the National Order of Merit (French: Ordre national du Mérite) by the President of the French Republic to Ms. Pham Thi Quynh Hoa, Director of the Department of International Cooperation, National Academy of Public Administration.

On the side of the French Embassy, there were Mr. Olivier Brochet, Ambassador Extraordinary and Plenipotentiary of the French Republic in Viet Nam and Ms. Sophie Maysonnave, Counsellor for Cultural Cooperation and Activities. On the side of the National Academy of Public Administration (NAPA), there was Assoc. Prof. Dr. Nguyen Ba Chien, President; leaders of faculties, departments and units of NAPA and officials of the Department of International Cooperation.

In his speech during the medal presentation ceremony, Ambassador Olivier Brochet expressed his joy at being able to present the National Order of Merit to Ms. Pham Thi Quynh Hoa on behalf of the French government. He emphasized that the awarding of the National Order of Merit to Ms. Pham Thi Quynh Hoa reflects the recognition of her contributions to the cooperation between France and Viet Nam, as well as French partners with NAPA.

Reviewing Ms. Pham Thi Quynh Hoa’s contributions, Ambassador Brochet affirmed that in her role as Director of the Department of International Cooperation since 2013, she has made positive contributions to promoting French-Vietnamese cooperation, evident in the collaborative results between NAPA and many French training and management institutions for public leaders and managers, such as French Ministry of Public Transformation and Service, Directorate-General for Public Administration and Civil Service (DGAFP), National Institute of Public Service (INSP, formerly the French National School of Administration), Advanced Training Institute of the French Ministry of the Interior, Regional Institutes of Administration (IRAs), and French universities.

In her speech at the ceremony, Ms. Pham Thi Quynh Hoa expressed her emotions and honor at being awarded the noble National Order of Merit by the French government. She deeply acknowledged that the Order is not only for her as an individual, but above all, it is a recognition and appreciation of the achievements of nearly 50 years of cooperation between NAPA and its French partners, with the contributions of many generations of NAPA leaders, officials and lecturers. With personal sentiment and responsibility, she pledged to continue to contribute her best to uphold the tradition of excellent cooperation between NAPA and French partners, thus nurturing friendly and trustworthy relationships between the Governments and peoples of the two countries.

On behalf of NAPA, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, congratulated Ms. Pham Thi Quynh Hoa and NAPA on this great honor. He emphasized: “International cooperation activities between NAPA and French partners are built and developed on the profound historical and cultural ties between Viet Nam and France. The establishment of a strategic partnership between the two countries in 2013 reflects their commitment to long-term, robust cooperation. Concrete steps have been taken in various fields, among which cooperation in training for public officials is one of the important contents.

Assoc. Prof. Dr. Nguyen Ba Chien affirmed that, with her affection and attachment to the French language and French culture, along with her understanding of the administrative systems of Viet Nam and France, Ms. Pham Thi Quynh Hoa has made significant contributions to promoting cooperation between NAPA and French partners, demonstrated through practical activities, such as cooperation programs in training; curriculum and program innovation; online training; international conferences and workshops. In addition to implementing cooperation activities at NAPA, Ms. Pham Thi Quynh Hoa also participated in cooperation activities between the Vietnamese Ministry of Home Affairs and the French Ministry of Public Transformation and Service, especially by assisting in organizing the working visit of French Minister Stanislas Guerini to Viet Nam in November 2023, leaving a positive impression on international partners.

Assoc. Prof. Dr. Nguyen Ba Chien hopes that the French Government and the French Embassy in Viet Nam will continue to support NAPA in implementing innovative activities and improving the training quality for public servants, aiming to develop a team of public leaders and managers on a par with their tasks, contributing to a dynamic, professional, effective, adaptable and people-centered public service.

The National Order of Merit (French: Ordre national du Mérite) is an honor of the French Republic founded by General Charles de Gaulle in 1963 to honor the contributions of individuals, whether military or civilian, to France.
