On August 5, following the successful ACCSM 21, Minister Pham Thi Thanh Tra had a courtesy meeting with Lao Deputy Minister of Home Affairs Nisith Keopanya and the delegation from the Ministry of Home Affairs of Lao PDR on the occasion of their attendance at the ACCSM 21 in Viet Nam.

Attending the meeting were Mr. Ekkaphab Phanthavong, Deputy Secretary-General of ASEAN, Deputy Minister Vu Chien Thang, members of the delegation of the Lao Ministry of Home Affairs and leaders of units under the Ministry.

Speaking at the meeting, the Minister was pleased to welcome the Lao Ministry of Home Affairs delegation who attended the ACCSM 21 chaired by the Ministry of Home Affairs of Viet Nam. The presence of the Lao Ministry of Home Affairs, the ASEAN Secretariat and ASEAN member countries have contributed to the success of the ACCSM 21.

Minister Pham Thi Thanh Tra emphasized the close bond between the Party, State and People of the two countries in general and between the Ministry of Home Affairs of the two countries in particular. This meeting will strengthen the friendship between the two countries on the occasion of the 60th Anniversary of the Establishment of Diplomatic relations (September 5, 1962 – September 5, 2022) and the 45th Anniversary of the Signing of the Lao-Vietnamese Treaty of Friendship and Cooperation (July 18, 1977 – July 18, 2022).

Minister Pham Thi Thanh Tra hoped that the two sides would continue to promote cooperation in the fields of state management of the two ministries, especially in the fields of civil servants, public services, staff training, clerical and archival records, etc.

Deputy Minister Nisith Keopanya would like to thank the Ministry of Home Affairs of Viet Nam and Minister Pham Thi Thanh Tra personally for the warm and thoughtful reception during the delegation’s visit to Viet Nam to attend the ACCSM 21. At the same time, he congratulated the Ministry of Home Affairs of Viet Nam for successfully taking on the role of rotating Chairman of ACCSM 21.

Deputy Minister Nisith Keopanya said that the Ministry of Home Affairs of Viet Nam has been very responsive and adaptive with the change to successfully assume the Chairmanship of the ACCSM 21. This has brought valuable experience for the Ministry of Home Affairs of Laos to refer to and learn from when assuming the ACCSM Chairmanship in the coming time.

According to Deputy Minister Nisith Keopanya, this success was not only the success of the Ministry of Home Affairs of Viet Nam but also the success of the Ministry of Home Affairs of Laos. This is also a meaningful event contributing to the 60th Anniversary of the Establishment of Diplomatic relations and the 45th Anniversary of the Signing of the Lao-Vietnamese Treaty of Friendship and Cooperation.

In addition, Deputy Minister Nisith Keopanya hoped that the two sides would continue to promote cooperation, exchange experts, and consider re-signing agreements, especially in the field of state management of civil servants, public services, training, clerical, archiving, emulation, commendation, etc. for the Ministry of Home Affairs of Laos to advise, build a serving civil service, and take the people as the center.

Minister Pham Thi Thanh Tra acknowledged the comments of Lao Deputy Minister of Home Affairs Nisith Keopanya and assigned the International Cooperation Department to act as the focal point to develop a cooperation program between the two sides for the 2022-2026 period.

Regarding specific cooperation issues, the Ministry of Home Affairs of Viet Nam will actively develop and send them to the Lao Ministry of Home Affairs to supplement and complete, ensuring effective and practical cooperation areas.

In terms of timeline, it is expected that the draft will be completed for the two sides to discuss and agree on by October 2022. The two sides are expected to officially sign the cooperation agreement by early 2023.
