NAPA promotes cooperation with the The Russian Presidential Academy of National Economy and Public Administration (RANEPA)

On March 10, 2023, NAPA had a virtual meeting with the Russian Presidential Academy of National Economy and Public Administration (RANEPA). The meeting was chaired by Assoc.Prof.Dr. Nguyen Ba Chien, NAPA President.

Attending the event was Dr. Nguyen Dang Que, NAPA Vice President; representatives from Department of International Cooperation,  NAPA faculties and departments

On the side of  RANEPA, there were Ms. Karolina Sikirinskaia, Director of International Cooperation Department; and representatives from Institute of Public Administration and Management,  Institute of Law and National Security, and Institute for Social Sciences.

At the working session, Mr. Nguyen Ba Chien expressed his wishes to open up cooperation opportunities with RANEPA in  training, , scientific research and exchange of lecturers. He expected issues of potential and strength of the two parties would be discussed during the  meeting, which helped promote the cooperation between the organizations  in the near future.

Speaking at the meeting, Ms. Karolina Sikirinskaia, Director of International Cooperation Department, Institute of Public Administration and Management, RANEPA affirmed that RANEPA is the leading educational and research center in the Russian Federation in the field of public administration, public policy and business administration. She expressed her pleasure to establish a cooperative relationship with NAPA on delivering short-term training courses for Vietnamese cadres and civil servants; building capacity for lecturers; and scientific research.

Ms. Elena Kireeva, Dean, Institute of Public Administration and Management focused on short term training courses for Vietnamese public servants on budget management, national project management, etc. which are the strength of the Institute of  of Public Administration and Management.  he emphasized that the Institute can provide tailor-made courses for NAPA and be desirous of student exchange between the two academies. The Dean also recommended other types of cooperation such as co-organizing “Experience Sharing Week”, “Viet Nam – Russia Expert Week”. She would like to invite NAPA to the workshop on Russian -Vietnamese investmentheld in Viet Nam in the near future.

Pursuing the goal of strengthening international cooperation and exchanging ideas for mutal development Mr. Baleriy Smirnov, Deputy Director of the Institute of Law and National Security discussed cooperation possibilities on public servant training, capacity building and scientific workshop organization.. He proposed to develop short-term training programs for Vietnamese civil servants and businesses which can be Foreign trade and customs activities between Viet Nam – the Asia Union and Eurasian Economic Union.

On behalf of the Institute of Social Sciences, Ms. Ekaterina Kuzina, Director of the Centre for International Students, supposed that the purpose of this meeting was to seek cooperation opportunities between the Institute of Social Sciences and NAPA. The possible cooperation activities may include short-term and long-term postgraduate training programs for young professionals, public leaders, businesses and lecturers. The Institute can provide training courses on community policies, negotiation skills, analysis and consultation skills, urban development. She expected the cooperation between the two parties would help to strengthen the relationship between  Viet Nam and Russia.

At the conclusion of the working session, Dr. Nguyen Dang Que, highly appreciated the contributions of the participants. Based on what had been discussed in the meeting, NAPA and RANEPA will have further discussions on the details of training programs developed by  specialized faculties.. Dr. Nguyen Dang Que said that the short-term training  programs for civil servants,leaders and managers, lecturers, entrepreneurs, scientific seminars will be conducted  in the near future.
