National Academy of Public Administration develops relationships with French Republic partners

NAPA hosted a reception in Hanoi on March 30, 2023, for two delegations of the French Republic, the Directorate-General for Public Administration and Civil Service (DGAFP) and the National Institute of Public Service (INSP).

Attending the meeting, on the side of NAPA, there were leaders of the NAPA Office, the Department of International Cooperation, the Department of Refresher Training Management, the Institute of Administrative Studies, and the Faculty of Human Resources Management.

On the side of DGAFP, there were Ms. Faustine Bentaberry, Director-General of the Cooperation, Partnership, and Prospects Department and Ms. Sandra Senichault, International Project Manager. On the side of INSP, there were Mr. Alexandre Tran Chuong, Senior Project Manager and International Partner in Asia and the America Regions; Ms. Tran Lan Huong, Project Manager, Embassy of the French Republic.

At the meeting, Dr. Nguyen Dang Que highly appreciated the effective cooperation between NAPA and DGAFP and INSP in designing and developing position-based training programs for departmental leaders and chairpersons of People’s Committees at provincial and district levels; developing position-based training programs for departmental leaders and NAPA faculty; organizing seminars and workshops on administration, and receiving the Academy’s delegations to work and share experiences in training public servants at DGAFP. He valued the cooperation agreement between NAPA and the French National School of Administration (ENA), now the National Institute of Public Service (INSP), on the exchange of leaders and faculty members of the two training institutions; collaboration in training Government public servants; organizing seminars, workshops, and study visits; organizing specialized training courses.

Dr. Nguyen Dang Que briefly introduced NAPA as a national center for training public servants for the Vietnamese government, with 50,000 students per year. In addition, the Academy has the function of undergraduate training with more than 20 training majors and an enrollment rate of 3,000 per year; about 800 master’s and 70 PhD students enroll in postgraduate training per year. In addition, the Academy has the Institute of Administrative Studies to perform tasks of research. Recently, the Academy was assigned the task of training young and female public servants by the Minister of Home Affairs and cooperating with DGAFP and INSP to implement training tasks. Dr. Nguyen Dang Que suggested all sides maintain collaboration in training public leaders and managers, senior strategic leaders; exchanging delegations; organizing international seminars and conferences; conducting joint research on the basis of the strengths of the parties.

Ms. Faustine Bentaberry, for her part, stated that DGAFP is responsible for formulating and implementing an overall policy on public services, especially in the field of human resources; is the focal point to give orientation on training policy; ensures training consistency of the civil service and improves the quality of public services and human resources in line with reality by providing training for all public servants in any position. Currently, DGAFP has two training methods: (1) advanced training at some schools (including INSP) and (2) lifelong training to update knowledge for public servants.

Mr. Alexandre Tran Chuong then gave a brief introduction about INSP. Inherited values from ENA, INSP conducted the recruitment and training for French and foreign high-ranking officials. To distinguish itself from ENA, INSP promotes continuous training for senior officials; sets up a separate annual training program aimed at training from the director and general director levels upwards; strengthens research and academic fields.

By the end of 2022, INSP has completed the on-demand training program on ecological transformation and digital transformation. In the coming time, INSP aims to focus on knowledge and practical training; be the focal point to connect administrative training schools and unify the common training program, ensuring that public servants have comprehensive working knowledge and qualifications; promote international cooperation with existing partners and look for new partners; recruit researchers and academics. He looks forward to strengthening the relationship with the Academy by realizing bilateral cooperation.

Expressing delight at receiving the delegations after the COVID-19 pandemic, Dr. Nguyen Dang Que thanked DGAFP and INSP for their sense of responsibility and support and affirmed that NAPA will implement the cooperation contents with DGAFP and INSP as soon as possible. Also, he would like to invite academics from DGAFP and INSP to attend EROPA Conference in Viet Nam in October 2023.
