Opening ceremony of the training course “Acceleration of de-concentration and decentralization in state management associated with inspection, supervision and control of power”

On April 15, 2024, the National Academy of Public Administration (NAPA), in collaboration with the National Institute of Public Service (INSP), the Ho Chi Minh National Academy of Politics (HCMA) and the French Embassy in Viet Nam, organized the opening ceremony of the training course “Acceleration of de-concentration and decentralization in state management associated with inspection, supervision and control of power”.

Attending the opening ceremony were Mr. Thierry Coudert, Inspector General of Administration, former Prefect of Eure and Seine et Marne provinces, French INSP expert; Mr. Béla Hégédus, Deputy Counselor for Cooperation and Culture, French Embassy in Viet Nam; Ms. Tran Lan Huong, program officer, French Embassy in Viet Nam.

On the side of NAPA, there were Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, Assoc. Prof. Dr. Luong Thanh Cuong, NAPA Vice President, leaders of NAPA units, and 58 participants of the training course who are public leaders and managers working in local agencies as well as officials and lecturers from NAPA and HCMA.

In his remarks, Assoc. Prof. Dr. Nguyen Ba Chien would like to welcome Mr. Thierry Coudert, Inspector General of Administration, French INSP expert and Mr. Bela Hegedus, Deputy Counselor for Cooperation and Culture, French Embassy in Viet Nam, and other officials, lecturers and participants to the training course.

He emphasized that decentralization and de-concentration are not only inevitable trends but also central issues in national governance. Decentralization and de-concentration associated with inspection and supervision are crucial in building and perfecting a socialist rule of law state. With the goals to promote the achievements of the Government’s Action Program to implement the Resolution of the 13th National Party Congress and address existing limitations and constraints in decentralization and de-concentration, it is necessary to focus on implementing multiple tasks and solutions in a comprehensive manner to enhance the effectiveness of policy implementation at the local government level. To effectively implement these tasks, it is essential to draw upon international experience, particularly the experience of countries with extensive expertise in decentralization, de-concentration, supervision, and control of power, such as the French Republic. In response to practical needs, NAPA, INSP, HCMA, and the French Embassy in Viet Nam co-organized a highly practical training course. Assoc. Prof. Dr. Nguyen Ba Chien is confident that, with the expertise and practical experience of international experts, along with the active participation of participants, the training course will be a great success.

In his remarks, Mr. Béla Hégédus expressed his joy at being a bridge for all parties to come together and organize a new training course in response to the practical needs of the Government, ministries, sectors and localities of Viet Nam in training for the public administration system.

Mr. Béla Hégédus highlighted that the theme of the training course addresses both current and highly practical, as it is a central issue that governments of all countries are paying great attention to and prioritizing efforts to enhance activities to meet the expectations of citizens for a transparent, modern, and efficient public service. For Viet Nam, issues related to public administration reform, including the sharp decline in the workforce, the balance of skills among administrative agencies, including at the local level, and the efficiency of public service performance, are the focal points of the current administrative reform task. Similarly, for France, the effectiveness of state management at both central and local levels is frequently mentioned in the course of operation. Drawing from the practical experiences of Mr. Thierry Coudert, who has previously served as the prefect of the two provinces, Eure and Seine et Marne, Mr. Béla Hégédus hopes that Mr. Thierry Coudert will utilize and share valuable insights into decentralization and de-concentration in France, helping students grasp practical experiences to apply in the process of decentralization and de-concentration in state management relevant to the reality in Viet Nam.

The training course will take place over three days (from April 15 – April 17, 2023).
