On August 22, 2024, in Ha Noi, the National Academy of Public Administration (NAPA), in collaboration with Nhan Dan Newspaper, held the opening ceremony of the training course for public leaders and managers at the ministerial department-level – Cohort 15 in 2024, specifically for public officials within the Nhan Dan Newspaper system.
Attendees at the opening ceremony included Dr. Tong Dang Hung, Deputy Director of the Refresher Training Management Department; Ms. Nguyen Thi Tam, Deputy Head, Division of Management of Leadership and Management Posts Training; NAPA experts and lecturers; and course trainees.
Representing Nhan Dan Newspaper were Mr. Que Dinh Nguyen, Deputy Editor-in-Chief, Deputy Secretary of the Party Committee of Nhan Dan Newspaper; Mr. Pham Van Khuong, Director General of the Department of Organization and Personnel; Ms. Nguyen Thi Hang, Deputy Director General of the Department of Organization and Personnel; along with 69 course trainees.
At the ceremony, Ms. Nguyen Thi Tam, Deputy Head, Division of Management of Leadership and Management Posts Training, announced Decision 5058/QD-HCQG dated August 16, 2024, by the NAPA President on the organization of the training course for public leaders and managers at the ministerial department level – Cohort 15 in 2024 at Nhan Dan Newspaper.
In his opening speech for the training course, Dr. Tong Dang Hung, Vice Director of the Refresher Training Management Department, emphasized that the training of public officials has always been a concern of the Party and State of Viet Nam, with practical regulations and policies being issued. Implementing the functions and tasks assigned by the Government and the Prime Minister, over the past many years, NAPA has proactively organized many training courses for various ranks and leadership positions for ministries, central agencies, and localities. NAPA and Nhan Dan Newspaper organize the opening ceremony of the training course for public leaders and managers at the ministerial department level – Cohort 15 in 2024. This course is conducted according to the program issued by the Ministry of Home Affairs under Decision No. 426/QĐ-BNV dated June 2, 2022, and the training materials issued under Decision No. 3329/QĐ-HCQG dated August 24, 2022, by NAPA President. In addition to updating and supplementing knowledge and skills for ministerial department-level leaders and managers, this training program also contributes to standardizing this contingent of officials both before and after appointment. This is both an obligation and a right of the trainees. Therefore, trainees need to have a reasonable plan to arrange and allocate time to participate and ensure the successful completion of the course.
He also expressed his hope that the trainees would be proactive during the course to ensure high-quality and successful outcomes.
In his remarks, Mr. Que Dinh Nguyen, Deputy Editor-in-Chief, Deputy Secretary of the Party Committee of Nhan Dan Newspaper, expressed gratitude for the support and collaboration of NAPA in organizing training courses for public officials within the Nhan Dan Newspaper system. He also expressed the hope that more diverse training opportunities would be organized in the future with the assistance of NAPA. He urged the trainees to proactively manage their study time, adhere to all rules and regulations of NAPA, and emphasize the integration of theory with practice. He stressed that developing knowledge and practical skills should be a top priority so that, upon completing the course, the trainees could immediately apply what they had learned to their management and operational duties within their respective agencies and units, achieving the highest possible effectiveness.
On behalf of the course trainees, Mr. Nguyen Dinh Nghia, Head of the Division of Science and Education, Nhan Dan Television Center, Nhan Dan Newspaper, extended his gratitude to the leadership of Nhan Dan Newspaper and NAPA for enabling the trainees to participate in this training course. He also pledged that he and his fellow trainees would strictly adhere to the class rules and regulations to ensure the course achieves the highest level of effectiveness.
Participants of the training course will study 10 topics over a total of 80 periods, including three knowledge-based topics, five skills-based topics, and two thematic reports. The course includes practical research activities and a test. This helps trainees gain a clearer understanding of the roles, functions, and duties of ministerial department-level positions and the role of ministerial department-level leaders in the state administrative apparatus, thereby enhancing the responsibility and effectiveness of the public service execution of the ministerial department-level leaders and managers.
