Signing Ceremony of the Cooperation Agreement between the National Academy of Public Administration and Vietnam Posts and Telecommunications Group

On August 21, 2024, the National Academy of Public Administration (NAPA) hosted the signing ceremony of a cooperation agreement between NAPA and Vietnam Posts and Telecommunications (VNPT) Group.

Attending the ceremony from the VNPT were Mr. Nguyen Van Yen, Member of the VNPT Group’s Members’ Council; Mr. Ngo Dien Hy, Deputy General Director of VNPT Group; Mr. Tran Nam Phuong, Head of the Market Development Department; Mr. Ngo Huu Hau, Deputy Head of the Product Strategy Department; Mr. Le Dac Kien, General Director of VNPT-Vinaphone; Mr. Nguyen Duc Kien, Deputy General Director of VNPT-IT; and representatives of the Group’s functional departments.

Mr. Le Thanh Tung, Deputy Director General of the Information Center, represented the Ministry of Home Affairs (MoHA) to attend the ceremony. From NAPA, attendees were Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President; Dr. Lai Duc Vuong, NAPA Vice President; Assoc. Prof. Dr. Nguyen Van Hau, Chief of the Office of NAPA; Dr. Nguyen Tien Hiep, Director of the Center for Technology and Library; Dr. Nguyen Huy Hoang, Director of the Personnel and Organization Department; Dr. Vu Duy Duan, Director of the Planning and Finance Department; as well as leaders and staff from the Division of Information – Publishing and the Division of Technology Infrastructure and Digital Transformation.

VNPT Group is not only a provider of telecommunications and IT infrastructure but also a creator of comprehensive digital transformation solutions and their applications in management across government agencies, ministries, and provinces/cities nationwide.

With the aspiration to build a modern and professional public service, while simultaneously promoting the development of technology applications and digital transformation, NAPA always focuses on integrating digital transformation into its training activities for socio-economic development.

After a period of exchange and discussions about the application of digital transformation technology, along with conducting several research and consultancy activities, the two sides have agreed and organized the signing ceremony of a cooperation agreement with the following contents:

Objectives of Cooperation

  1. NAPA and VNPT Group, through the cooperation agreement on telecommunications and IT, aim to maximize the strengths of both parties, mobilizing combined resources to support each other in effectively carrying out their functions and tasks, thereby enhancing the operational efficiency of each side while also contributing to common societal benefits.
  2. VNPT Group will collaborate with NAPA to participate in training and digital transformation activities for management, education, learning, and academic research, contributing to the development of NAPA into a “Digital National Academy of Public Administration.”

Principles of Cooperation

  1. The cooperation agreement is built on the basis of voluntariness, equality, compliance with legal regulations, and the internal rules of each party, aligning with their respective functions, tasks, and strengths.
  2. The cooperation content is implemented consistently and smoothly from the NAPA/VNPT Group to their respective member units, in accordance with each party’s organizational structure. Each side will facilitate the other in organizing, implementing, and executing the contents of this cooperation agreement.
  3. Based on this Agreement, to implement cooperation content, both parties will agree and finalize specific contracts on a case-by-case basis, in accordance with legal regulations, each party’s internal rules, and ensuring compliance with the provisions of this Agreement.
  4. The parties will regularly exchange information, evaluate, and learn from the cooperation activities before expanding the scope and scale of cooperation.

Areas for cooperation

  1. To collaborate on researching and developing programs, plans, and tasks for the application of information technology in the digital transformation efforts of NAPA.
  2. To advise and propose smart building management technology solutions for the NAPA Headquarters.
  3. To cooperate in implementing technology solutions that support the digital transformation process of NAPA in alignment with the orientations, conditions, and resources of each party.
  4. To collaborate in training and enhancing the knowledge and skills of students at NAPA. To facilitate opportunities for students to participate in internships and practical training, and apply for positions according to the needs of VNPT Group.

Speaking at the signing ceremony, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, expressed his belief that with the stature, reputation, and experience of VNPT Group, VNPT’s collaboration will help NAPA quickly complete its digital transformation in training. This will elevate NAPA to stand on par with other prestigious training institutions in the region and worldwide, while also contributing to a modern and developing public service system in Viet Nam, thereby fostering socio-economic development.

Speaking at the signing ceremony, Mr. Nguyen Van Yen, Member of the VNPT Group’s Members’ Council, expressed gratitude to the leadership team of NAPA for choosing VNPT as a strategic partner to help realize the goal of becoming a “Digital National Academy of Public Administration.”

With the witnesses of the attending delegates, NAPA and VNPT Group have agreed to sign the cooperation agreement based on their potential, strengths, and mutual needs for collaboration. Both parties committed to demonstrating their responsibility, positivity, determination, and strong efforts to effectively implement the cooperation contents. They also agreed to continue regularly exchanging information, evaluating, and learning from experience to expand the scope and scale of cooperation in the future.

Immediately following the signing ceremony, delegates from NAPA and VNPT Group engaged in further discussions about technology application solutions and digital transformation in university management.
