Opening ceremony of the training course on state management for public managers and leaders of the Lao PDR

On July 26, 2024, at NAPA Headquarters in Ha Noi, the National Academy of Public Administration (NAPA) organized the opening ceremony of the training course on state management for Lao public managers and leaders. The delegates observed a minute of silence in commemoration of Party General Secretary Nguyen Phu Trong.

Attending the opening ceremony were Mr. Bounyou Xaypanya, Political Counselor of the Embassy of Lao PDR in Ha Noi; leaders of NAPA faculties, departments, and units; lecturers of the training course; and 15 trainees who are district-level public leaders and managers from the Lao PDR.

At the opening ceremony, Dr. Tran Dai Hai, Deputy Director of the Department of International Cooperation, announced Decision on the organization of the training course on state management for public managers and leaders of the Lao PDR. The training course will take place from July 24, 2024, to September 24, 2024.

In his remarks, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, stated that the training course on state management for public officials and leaders of the Lao PDR in Viet Nam is the realization of the Cooperation Agreement on training between the Governments of the Socialist Republic of Viet Nam and the Lao People’s Democratic Republic. This is a practical and significant activity that further enhances the spirit of Viet Nam-Laos friendship and solidarity.

The curriculum of the training course has been updated to align with the requirements of the ongoing renewal and international integration process in the Lao PDR. It consists of both theoretical knowledge and skill development, designed to blend classroom training with extracurricular activities and site visits. During their time in Viet Nam, trainees will be equipped with fundamental knowledge and a systematic understanding of essential matters related to the state apparatus, as well as general issues of public administration and state administrative reform. They will also develop basic management skills and state administrative management in various fields.

Assoc. Prof. Dr. Nguyen Ba Chien expressed his hope that the knowledge and practical experiences gained during the study and research process in Viet Nam will enable the Lao trainees to expand their knowledge, improve their problem-solving skills, enhance the effectiveness and quality of their work, thus contributing to the state administrative reform and nation-building efforts. In addition to learning and exchanging experiences in administrative reform and management, trainees will also have the opportunity to visit and learn about Viet Nam’s country, culture, and people, thus further consolidating and enhancing the solidarity, friendship, and cooperation between Viet Nam and Laos.

On behalf of NAPA leaders, Assoc. Prof. Dr. Nguyen Ba Chien extended his thanks to the Embassy of Lao PDR in Viet Nam and relevant agencies for their support in the organization of the training course. He also looks forward to receiving feedback from the trainees during their learning to continously refine the program.

Expressing his pleasure at attending the opening ceremony of the training course at NAPA, Mr. Bounyou Xaypanya, Political Counselor of the Embassy of Lao PDR in Ha Noi, stated that over the years, hundreds of key public officials from central and local levels of various ministries and departments in Laos have received training at NAPA. The Lao Party and State highly appreciate the results of the cooperation in developing human resources for the Lao PDR during the past and present. He expressed his deep gratitude to the Party, State, and people of Viet Nam, NAPA leaders, lecturers, and all officials for providing favorable conditions for Lao trainees to learn, update their knowledge, and apply it to their practical work in their country. Through this, he affirmed the special, strong, and lasting relationship between the two countries, Viet Nam and Laos, built by the great President Ho Chi Minh and President Kaysone Phomvihane, President Souphanouvong, and nurtured by the leaders of the Parties and States, revolutionart veterans, revolutionaries, and the people of both countries over many decades.

On behalf of the trainees, Mr. Souksomphanh Keomixay expressed his gratitude to the Party, Government, and people of Viet Nam, and NAPA for welcoming the delegation to study at NAPA. He noted that the 15 trainees came from various provinces and cities across Laos, and due to different conditions, it can be challenging for the lecturers to deliver the lectures. The trainees pledged to overcome these difficulties and study diligently to effectively apply what they learn to practical work in their localities. They also expressed the hope that NAPA leaders and lecturers would continue to provide support to help them successfully complete the course.
