Plan on implementing national digital transformation program to 2025, with a vision to 2030 of Quang Ngai provinceI. Objectives
Concretize effective and right implementation of the Prime Minister’s Decision 749/QD-TTg on national digital transformation program to 2025, with a vision to 2030. Helping sectors and localities, organizations and enterprises shall base themselves on digital transformation in their agencies and units’ operation.
1. Basic objectives to 2025
a) Develop digital government, improve efficiency and effectiveness of operations
– 90% of job profiles are at the provincial level; 80% of job profiles at district level and 60% of job profiles at commune level are handled in online environment (except for work records under state secrets);
– 80% of level 4 online public services are provided on a variety of means of access, including mobile devices;
– 100% reporting regime, targets, synthesizing periodic reports and socio-economic statistical reports serving direction and administration of People’s Committees at all levels are connected, integrated and shared data number on Quang Ngai provincial reporting information system, Government reporting information system;
– Shared databases are connected and shared across the province; step by step open data of state agencies to provide timely public services, one-time declaration, use all online public services;
– 50% of inspection activities of state management agencies are carried out through digital environment and management information systems.
b) Develop digital economy, improve competitiveness of the economy
– Striving for digital economy to make up 10% of GRDP;
– Proportion of digital economy in each industry or field reaches 10%;
– Annual labor productivity increases by 7%.
c) Develop digital society, narrow digital gap
Optical fiber broadband network infrastructure covers over 80% of households, 100% of communes;
– Universalize 4G/5G mobile network services and smart mobile phones;
– The rate of population road with electronic payment accounts is over 30%.
2. Basic goal to 2030
a) Develop digital government, improve efficiency and effectiveness of operations
– 100% of level 4 online public services are provided on many different means of access, including mobile devices;
– 100% of job profiles at the provincial level; 90% of job profiles at district level and 70% of job profiles at commune level are handled in online environment (except for work records under state secrets);
– Form a data platform and Internet infrastructure connecting things (loT), widely connecting and sharing among state agencies, reducing 30% of administrative procedures; open data for organizations and businesses, increase 30% of data-based creative services to serve people and businesses on an open data combination platform;
– 70% of inspection activities of state management agencies are carried out through digital environment and management information systems.
b) Develop digital economy, improve competitiveness of the economy
– Digital economy accounts for 15% to 20% of GRDP;
– Proportion of digital economy in each industry or field reaches 20%;
– Annual labor productivity increases by 8%.
c) Develop digital society, narrow digital gap
– To universalize Internet services with fiber-optic broadband;
– Universalize 5G mobile network services;
– Proportion of population with an electronic payment account is over 60%.
II. Tasks, solutions and priorities
1. Tasks and solutions to create a digital conversion platform
a) Cognitive transformation
The leader is directly responsible for the digital transformation in the agency, organization, field or area under their charge; organize popularization and grasp of the Party’s policies, raise awareness of the Party committees at all levels, authorities, people and businesses about necessity and urgency of digital transformation. Link digital transformation objectives and tasks with resolutions, strategies, action plans, goals and tasks of socio-economic development, ensuring national defense and security of all levels, sectors and local.
Heads of agencies, units, localities, enterprises are committed to innovation, allowing testing of new things, applying new technologies for sake of sustainable development, linking different components according to tissue, cyclic economic image; promote development of creative industries in the branches, domains and localities under their charge.
People’s Committees of districts, towns and cities actively select a commune or ward to pilot communication, disseminate basic digital skills to the people, including basic skills such as accessing and using the Internet, email, online trading, electronic payment, online public services and ensuring personal information security.
b) Legal corridor
Departments, sectors and localities review and propose amendments and supplements to system of documents in specialized fields to meet requirements of adjusting new relationships arising in digital transformation process, encourage innovation and creativity.
Review and propose amendments and supplements to documents on enterprises, creative start-ups, intellectual property, commerce, investment and business to facilitate digital transformation and develop new products, services, business models based on digital technology, Internet and cyberspace in accordance with the province’s conditions.
Research and promulgate policies to encourage people and businesses to use and provide digital services in the province; advise and promulgate regulations to ensure State investment and mobilize resources from businesses and society for digital transformation in direction: Encourage all organizations and individuals to invest and finance digital transformation.
c) Digital infrastructure development
Telecommunication enterprises build, develop and provide high-quality broadband infrastructure throughout the province, ready to meet needs and requirements of connection, sharing and data processing. Priority is given to development in State agencies, schools, hospitals and industrial zones.
Convert all computer networks in state administrative agencies, Internet network of Quang Ngai province to new generation addressing applications. Online services of state agencies, electronic newspapers, general website, education, health care, and e-commerce of the province are allowed to use national domain name (.vn).
Developing network infrastructure of Internet of Things (IoT), gradually deploying integration of sensors and application of digital technology into infrastructures to convert constituent parts of digital infrastructure. Investment projects in construction of essential infrastructure, transport infrastructure, urban areas and construction must have research contents to review and supplement application items, network connectivity, sensor integration and using digital technology. Contents of developing IoT infrastructure must ensure efficiency, build and develop shared infrastructure, and avoid duplicate investment.
d) Digital platform development
Identify a list of digital platforms that can be widely deployed in a number of sectors such as e-commerce, agriculture, tourism, health, education, transportation, construction, resources and environment, online learning, digital content, accounting services, corporate finance, urban areas, digital banking and adopt policies to encourage digital technology businesses to invest in developing these systems under the Digital Plan 74/KH-UBND dated 12/6/2020 of the Provincial People’s Committee.
e) Establishing trust and assuring network safety and security
Building a mechanism of cooperation and dialogue to solve arising problems; coordination mechanism between state agencies of the province and associations, professional associations and businesses in policy formulation and implementation.
f) Cooperation in research, development and innovation in digital environment
Develop specific action programs to research, transfer and deploy new technologies, connect knowledge chains from research and development to trade, increase rate of public investment in technology projects.
Prioritize application of core technologies that can take a short cut as well as capable of creating powerful breakthroughs such as artificial intelligence (Al), blockchain (blockchain) and virtual reality/ augmented reality (VR/ AR). Favoring and assisting start-ups to develop and encouraging traditional businesses to take the lead in applying these technologies to production and trade activities.
Departments, branches and localities actively cooperate in participating in management of common resources in digital environment and on cyberspace.
2. A number of tasks and solutions for digital Government development
a) Develop and complete system of Public Service Portal connecting with National Public Service Portal, expand application scope of Quang Ngai Electronic Single Window to provide public services online level 4; bring all online public services to level 3, 4. Implementation of administrative procedures in electronic environment, digitizing results of administrative procedures settlement in accordance with provisions of Decree No. 45/2020/ ND Government dated April 8, 2020.
b) Standardize and electronicize professional process of handling dossiers on the network environment, forms and reporting modes; increasing sending and receiving documents and electronic reports, integrating digital signatures between state management agencies, socio-political organizations and enterprises; digitalize documents, store electronic work records of state agencies according to regulations.
c) Test effective implementation of a number of services on smart urban platform, test Smart City Monitoring and Control Center; selecting typical cities for pilot implementation, linking development of smart urban services with e-government systems, sustainable development according to circular economic model. Determine successful models for dissemination and replication.
d) Develop programs to raise awareness, train skills on digital transformation and develop digital government for cadres, civil servants, public employees and workers in state agencies.
3. A number of tasks and solutions for digital economic development
a) To implement the Provincial People’s Committee’s Plan No. 74/ KH-UBND dated June 12, 2020 on digital enterprise development in the province in a period of 2021-2025 and orientations to 2030.
b) Building a healthy, competitive and sustainable e-commerce market, which supports widespread application of e-commerce in businesses and communities.
c) Developing an e-commerce platform through value chain, not just consumers. Support manufacturers, small and medium distributors, wholesalers and retail trade channels and e-commerce companies to make up supply chain in the province.
d) Strengthen construction of infrastructure systems and services to support development of e-commerce.
4. A number of tasks and solutions for digital society development
a) Implement training programs, retraining leadership skills, digital transformation management for heads of agencies, organizations and executives of enterprises.
b) Organize training, retraining to improve digital skills for employees in enterprises.
c) Developing and exploiting platform for sharing teaching and learning resources; To encourage participation in mass online courses open to all people in order to improve access to education through digital technology and conduct training to improve digital skills.
d) Evaluate impacts of digital technologies on society in order to take proactive measures to minimize negative effects of digital technology; answering questions and supporting affected people, negatively affected by digital technology.
5. Some areas need priority for digital conversion
a) Digital transformation in health sector
To build and develop a supporting platform for remote medical examination and treatment to support people in remote medical examination and treatment, to help reduce overload of medical establishments, limit mass contact and reduce risk of infection; 100% of provincial and district health facilities have remote medical units; accelerate digital transformation of health sector.
Build and step by step form a system of healthcare and disease prevention based on digital technologies; Comprehensive application of digital technology in medical examination and treatment facilities, contributing to administrative reform, reducing hospital overcrowding, improving quality of medical examination and treatment, using electronic medical records, forming hospitals clever; building a smart health management platform based on digital technology, integrating information and data, forming a national health database.
Pilot implementation of “each citizen has a private doctor” with a goal that each citizen has a digital record of health, on basis of which, doctors consult and care for each citizen like a private doctor and form a complete digital health care system from primary care, prevention to treatment.
Department of Health specifically guides regulations to facilitate remote medical examination and treatment and electronic prescriptions for the people, in order to ensure that people can contact doctors quickly, effectively, reducing costs and shipping time.
b) Digital transformation in education sector
Develop distance learning and teaching support, thoroughly apply digital technology in management, teaching and learning; digitizing documents and textbooks; building and exploiting a sharing platform for teaching and learning resources in both direct and online forms. Developing technology for education, teaching and learning support, online testing and assessment and highly interactive teaching solutions; Towards personalized training.
100% of educational institutions from junior high school upwards implement distance teaching and learning, in which testing a training program that allows students to learn online at least 20% of the program content, process, apply digital technology to deliver homework and test students’ preparation for class.
c) Digital transformation in agricultural sector
Develop agriculture towards high technology, focus on smart agriculture, adapt to climate change, increase the share of digital agriculture in the economy.
Every step in agricultural digital transformation must be based on data. Participate in building and exploiting big data systems of industry such as land, forest protection and management, irrigation, crops, livestock and fisheries. Promote provision of information on the environment, weather, and land quality for farmers to improve crop productivity and quality and support sharing of agricultural equipment across digital platforms to apply technology number to automate a number of production and business processes in accordance with production conditions of the province or locality. Promote e-commerce in agriculture in Quang Ngai, optimize investment and use of agricultural tools.
Implementing a strong digital transformation in management to have policies and timely management of agricultural development such as forecasting, market warning, and planning management.
d) Digital transformation in transportation and logistics sectors
To develop smart transportation system, focusing on urban, national and provincial roads. Transform logistics infrastructure (such as seaports, inland water ports, railways, logistics…).
Develop platforms that connect shippers, forwarders and customers to develop into a one-stop system to enable shippers to find optimal means of transporting goods and warehouses exactly; as well as supporting packaging and registration, completing processing of related administrative documents.
Transforming management of transport infrastructure, transport business vehicles, driver management, allowing digital traffic infrastructure management, vehicle registration and management through digital records , and grant and administer digital vehicle driver licenses.
e) Digital transformation in energy sector and industrial production
Digital transformation in energy sector, with priority given to power sector towards maximizing and automating networks for efficient power supply.
Connect digital power meters to improve bill speed and accuracy, identify network problems faster, help users save energy and detect losses.
Digital transformation in industrial manufacturing sector towards focusing on development of pillars: Building smart organizational structures and strategies, building smart factories, operating smart, creating smart products to develop data services and develop digital skills for employees.
f) Digital transformation in natural resources and environment sectors
Coordinate in building comprehensive large database and information systems for effective management of natural resources and environment, specifically: National land database; databases on other fields (national geography; natural resources and environment monitoring; biodiversity; waste sources; remote sensing; climate change; meteorology – hydrology; geology – minerals real; …); exploiting national digital maps by opening data method to serve as a foundation for developing digital services for socio-economic development; deploy intelligent solutions in monitoring, monitoring, managing, handling environmental incidents and early warning of natural disasters.
6. Ensure funding to implement the plan
Funding for implementation of this plan comes from the state budget; investment from businesses, private sector, community and other legitimate sources of funding.
Prioritize funding from state budget to support activities in support of cognitive transformation, developing digital infrastructure, creating trust, ensuring cyber security, innovation in digital environment, skills transformation in digital environment and tasks under this plan are chaired by government agencies.
Based on their assigned tasks, departments and localities shall prioritize their resources to carry out digital transformation activities, including using resources integrated in other programs and projects. To prioritize funding for pilot activities and for units and localities to do well the digital transformation model, serving replication of digital transformation activities in the province.
III. Organization of implementation
1. Provincial E-Government Construction Steering Committee shall urge and coordinate implementation of digital transformation activities.
2. Departments and branches under the People’s Committees of provinces, the People’s Committees of districts, towns and cities:
a) Take charge and cooperate in implementing tasks and solutions specified in section II of this plan according to assigned functions and tasks.
b) Based on specific situation of each department, branch or locality to develop a plan to integrate content of digital transformation in the activities of agencies, units and link to information technology application, develop digital government and test development of smart urban services.
c) Periodically report implementation results to Department of Information and Communications before December 1st every year.
3. Department of Information and Communication
a) Preside over content of digital Government development in this plan.
b) Take charge of organizing implementation of tasks and solutions specified at Points c, d, Clause 1, Section II; Points a, b and c, Clause 2, Section II of this plan.
c) Take charge and cooperate with relevant agencies to advise the Provincial People’s Committee to issue a list of priority transformation initiatives to be implemented in a period of 2021- 2025.
d) To assume prime responsibility for and coordinate with departments, branches, localities, organizations and enterprises to guide, urge, inspect, supervise and synthesize implementation of the plan, periodically report and make recommendations. Provincial People’s Committee, Ministry of Information and Communication take necessary measures to ensure synchronous and effective implementation.
e) Take charge and cooperate with Department of Planning and Investment, Department of Home Affairs to develop and integrate evaluation criteria for digital transformation into Provincial Competitiveness Indexes (PCI Index) and Set of Indicators, administrative reform (PAR Index) of departments, branches at the provincial level; People’s Committees of districts, towns, cities and People’s Committees of communes, wards and towns in the province.
4. Department of Industry and Trade
a) Take lead in developing e-commerce and digital economy in this plan.
b) Take charge of organizing the implementation of tasks and solutions specified in Clause 3, Section II; Point e, Clause 5, Section II of this plan according to assigned functions and tasks.
5. Department of Labor – Invalids and Social Affairs
a) To assume prime responsibility for digital social development, Clause 4, Section II of this plan.
b) To assume prime responsibility for and coordinate with Department of Information and Communications, Department of Education and Training in formulating additional training programs and training new labor skills for employees.
c) Studying and evaluating impacts of digital technology on society; research on solutions to promote formation of organizations to support affected people, negatively affected by digital technology towards socialization.
6. Department of Planning and Investment
a) Propagating and disseminating guidelines and contents of digital transformation for enterprises. Advise and support policies to implement digital transformation in enterprises.
b) Advise the Provincial People’s Committee to allocate development investment capital in accordance with Law on Public Investment to implement tasks and solutions in this plan.
c) To assume prime responsibility for and coordinate with concerned agencies in promoting attraction and efficient use of resources from abroad and international partners for research, application, innovation and start-up activities, technology transfer.
d) Coordinate with Department of Information and Communications and relevant agencies to develop and transcribe evaluation criteria for digital transformation into provincial competitiveness index sets (PCi Index).
7. Department of Finance
a) Take charge of digital transformation in financial sector as prescribed at Point c, Clause 5, Section II of this plan.
b) Advising the Provincial People’s Committee to prioritize allocation of regular funds in accordance with Law on State Budget to implement tasks and solutions.
8. Department of Science and Technology
a) Take charge of implementing tasks and solutions specified at Point e, Clause 1, Section II, this Plan according to assigned functions and tasks.
b) Prioritize allocation of science and technology tasks for digital transformation, focusing on tasks with reciprocal funding of enterprises.
9. Department of Education and Training
a) Take charge of organizing implementation of tasks and solutions specified at Point b, Clause 5, Section II of this plan according to assigned functions and tasks.
b) To assume prime responsibility for and coordinate with Department of Labor, War Invalids and Social Affairs in supplementing and adjusting vocational training and training programs associated with digital technology.
10. Department of Health
To assume prime responsibility for and organize implementation of the tasks and solutions mentioned at Point a, Clause 5, Section II of this plan according to assigned functions and tasks.
11. Department of Agriculture and Rural Development
To assume prime responsibility for and organize implementation of the tasks and solutions specified at Point d, Clause 5, Section II of the Plan according to assigned functions and tasks.
12. Department of Transport
To assume prime responsibility for and organize implementation of tasks and solutions specified at Point d, Clause 5, Section II of this plan according to assigned functions and tasks.
13. Department of Natural Resources and Environment
To assume prime responsibility for and organize implementation of tasks and solutions specified at Point f, Clause 5, Section II of this plan according to assigned functions and tasks.
14. Department of Home Affairs
a) Coordinate implementation of tasks and solutions specified at Point a, Clause 4, Section II of this plan.
b) Coordinate with Department of Information and Communications to integrate evaluation criteria for digital transformation into PAR indicator set of provincial departments; People’s Committees of districts, towns, cities and People’s Committees of communes, wards and towns in the province.
15. Telecommunication enterprises, digital technology enterprises
a) Participation is core in implementing tasks and solutions to create a foundation for digital transformation, developing digital government, digital economy and digital society in this plan.
b) Actively implement digital transformation in enterprises’ operations, develop digital infrastructure, digital platforms, master technology, ensure network safety and security.
17. Enterprises carry out digital transformation
Actively build and implement digital transformation in your business to improve operational efficiency and competitiveness.
18. Organizations of Associations and Unions
a) Participate in digital transformation propaganda activities.
b) Carry out specific activities to support grassroots localities and people in implementing digital transformation according to objectives and contents in this plan.
19. Responsibility of the community
Population communities, residential groups, households, and organizations and individuals, actively improve digital technology application skills and raise awareness of digital transformation.
