On October 17, 2024, the signing ceremony of the Memorandum of Understanding (MoU) between the National Academy of Public Administration (NAPA) and the National Political Publishing House took place at NAPA Headquarters in Ha Noi.

Participants at the ceremony from the National Political Publishing House included Assoc. Prof. Dr. Vu Trong Lam, Director and Editor-in-Chief of the National Political Publishing House, along with representatives of the leadership from affiliated units of the Publishing House.

On behalf of NAPA, participants included Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, along with NAPA Vice Presidents Assoc. Prof. Dr. Luong Thanh Cuong and Dr. Nguyen Dang Que, as well as representatives from NAPA’s units and departments.

Also in attendance were distinguished guests Assoc. Prof. Dr. Le Hai Binh, Alternate Member of CPV Central Committee and Editor-in-Chief of the Communist Review; Dr. Nguyen Huyen Hanh, Deputy Director of the Institute for State Organizational Sciences under the Ministry of Home Affairs.

Driven by practical needs and a spirit of responsibility and effective cooperation, ensuring the rights and interests of each institution, the National Political Publishing House and NAPA will support each other and collaborate in organizing activities to facilitate the improvement of capacity, professional knowledge, and skills for their staff, based on legal provisions and the current context. This partnership contributes to the effective implementation of Directive No. 44-CT/TW dated April 16, 2020, from the Secretariat of the Central Party Committee, which focuses on innovating and enhancing the quality and effectiveness of publishing, distributing, and studying political and theoretical books.

The signing ceremony marks a significant development in the relationship and cooperation between the National Political Publishing House and NAPA, establishing a legal foundation for the implementation of the cooperation activities proposed by both sides, including:

(1) Collaborating on the compilation, editing, publishing, printing, and distribution of books, textbooks, reference materials, and monographs to support teaching and research;

(2) Jointly organizing and participating in seminars and workshops;

(3) Cooperating on research activities tied to the fulfillment of political and professional tasks;

(4) Coordinating and organizing programs and events related to social movements, community, and social activities, contributing to a comprehensive and close connection between the units of both institutions.

In his remarks, Assoc. Prof. Dr. Nguyen Ba Chienshared that in the past, NAPA had collaborated with the National Political Publishing House on several meaningful activities, including publishing textbooks, teaching materials, and specialized books for research, as well as scientific research activities aligned with the functions and tasks of both institutions. NAPA’s scientists and lecturers have proactively connected with the Publishing House to print and distribute many important documents, making positive contributions to the training of public officials.

Based on practical needs and to officially establish the cooperative relationship between the two institutions, this signing ceremony for the memorandum of understanding represents a commitment to a strong and enduring partnership. It aims to leverage the strengths and functions of both entities, working together in publishing and scientific research to widely disseminate theoretical and practical research results on governance and management in the new context. Through this collaboration, the two sides will bring high-quality scientific publications and materials to public officials and researchers across the country.

In the presence of representatives and delegates from both organizations, the signing ceremony for the memorandum of understanding between the National Political Publishing House and NAPA was successfully concluded. Both sides emphasized the significance of this agreement and reached a high consensus on the cooperation content. They are also committed to fostering a spirit of unity, responsibility, and mutual effort to achieve the highest outcomes in their shared objectives. Additionally, they agreed to regularly exchange ideas, innovate, expand effective cooperation, and maximize the strengths of both organizations, contributing to spreading the value of scientific publications to researchers and scholars nationwide while further strengthening their cooperative relationship in the future.

After the signing ceremony, the delegates participated in the book introduction event for the book titled “Modern and Effective National Governance – Theoretical and Practical Foundations in Viet Nam Today”, co-authored by Assoc. Prof. Dr. Nguyen Ba Chien and Assoc. Prof. Dr. Le Hai Binh.

The book outlines the fundamental concepts, characteristics, and factors influencing modern and effective national governance; examines practical examples of modern and effective national governance in several countries around the world and implications for Viet Nam; discusses political transformations, economic factors, cultural changes, and the complex and ambiguous environment in the context of the Fourth Industrial Revolution; assesses the current state of modern and effective national governance in Viet Nam and the challenges faced; and identifies the general and specific requirements and necessary conditions to ensure modern and effective national governance in Viet Nam today.

This book is a valuable reference material that helps officials, Party members, and the public gain a more accurate and comprehensive understanding of their rights, interests, responsibilities, and duties in implementing the law and building a socialist rule-of-law state in Viet Nam that is truly of the people, by the people, and for the people, operating effectively and fostering development.

Additionally, the book serves as a resource for studying, researching, and teaching subjects in fields such as Party building, state governance, political science, and legal theory.

The event attracted many scholars, lecturers, trainees, students, and readers who were eager to learn and share valuable insights from the book. During the event, the authors of the book engaged in discussions with the audience, introduced the content, and signed copies for various NAPA units, the NAPA Book Club, and other delegates and readers.
