On July 30, 2024, the National Academy of Public Administration (NAPA) organized the opening ceremony for the English for Working in International Settings and the English for Effective Engagement in the Public Administration Reform and International Integration courses for public officials of the Ministry of Home Affairs (MoHA). The opening ceremony was held both in-person and online to various locations.

Attending the opening ceremony were Ms. Pham Thi Thanh Nham, Executive Director of the HAVINA Teacher Academy.
From NAPA, there were Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, leaders of NAPA units, lecturers, and 43 participants of the two training courses.
The training course is part of the activities implementing Decision No. 1659/QD-TTg dated November 19, 2019, by the Prime Minister approving the Project “The national program on foreign language learning for cadres, civil servants, and public employees in the period of 2019 – 2030”.

At the opening ceremony, Dr. Tran Dai Hai, Deputy Head of the International Cooperation Department, announced the decisions related to the two training courses: Decision No. 4678/QD-HCQG dated July 29, 2024, by the NAPA President on organizing the Course on English for Working in International Settings for MoHA public officials; Decision No. 4675/QD-HCQG dated July 29, 2024, by the NAPA President on organizing the Course on English for Effective Engagement in the Public Administration Reform and International Integration for MoHA public officials.

Speaking at the opening ceremony, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, emphasized that enhancing the capacity of public officials is a key policy of the Party and the State of Viet Nam. This aims to improve the foreign language proficiency and competence of public officials to meet the demands of public service and adapt to an international and integrated working environment.
To ensure the effectiveness of these courses, Assoc. Prof. Dr. Nguyen Ba Chien urged the participants to seize the learning opportunity, be attentive, participate enthusiastically, and prioritize their time for learning. This will help them improve their English proficiency, which can be effectively applied in their work, while also contributing to the successful implementation of the “National program on foreign language learning for cadres, civil servants, and public employees in the period of 2019 – 2030″ as per Decision No. 1659/QĐ-TTg dated November 19, 2019, of the Prime Minister.
