Workshop: Digital data in the management and operation of public organizations

On July 31, 2024, at NAPA Headquarters in Ha Noi, the Faculty of Archival Sciences and Office Management organized a workshop with the theme: “Digital Data in the Management and Operation of Public Organizations.” The workshop was co-chaired by Assoc. Prof. Dr. Nguyen Thi Thu Van, Dean of the Faculty, and Dr. Nguyen Thi Ha, Vice Dean of the Faculty.

The workshop featured the participation of Assoc. Prof. Dr. Nguyen Truong Thang, Director of the Institute of Information Technology, Viet Nam Academy of Science and Technology; Mr. Le Nguyen Truong Giang, Director of the Digital Transformation Strategy Institute (DTSI); Mr. Nguyen Quang Dong, Director of the Institute for Policy Studies and Media Development; Assoc. Prof. Dr. Vu Thi Phing, former Dean of the Faculty of Archival Studies and Office Management, University of Social Sciences and Humanities, Viet Nam National University, Ha Noi.

In her keynote speech at the workshop, Assoc. Prof. Dr. Nguyen Thi Thu Van, emphasized that digital data is a crucial source of information, playing a key role in enhancing the efficiency of organizational management and operations. Data resources are an essential and inseparable component of the digital infrastructure for every nation. The implementation of digital government, digital economy, and digital society must always be associated with the goal of enriching data, creating suitable data to serve digital transformation activities in society. To meet the demands of the digital transformation process in Viet Nam today, there is a need to enhance the exploitation and utilization of information resources, facilitating data-driven decision-making. The workshop aims to create a forum for academics and practitioners to share, exchange, and discuss issues related to digital data in the management and operation of public organizations, focusing on the following main topics:

(1) Theoretical and practical foundations of digital data;

(2) Building, managing, and developing digital data and national databases;

(3) The role of digital data in the management and operation of public organizations;

(4) Digital data supporting decision-making by government agencies;

(5) Applications of digital data in the management and operation of public organizations.

In his remarks, Associate Professor Dr. Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, emphasized that in the overall digital transformation process and the development of the digital Academy, digital data is an indispensable and crucial part. The topic of this workshop is urgent and a “burning” issue, contributing general scientific bases on both theory and practice, directly serving the teaching activities and providing arguments for the operations of the unit in particular and NAPA in general. Adding some issues for discussion at the workshop, he suggested that scientists focus on clarifying: how to obtain digital data? The concept and role of digital data in the management and operation of public organizations need to be clearly explained. The practical barriers currently faced in building digital data and the reasons, requirements, and demands in managing and using digital data should be addressed. Especially, it is necessary to raise awareness about digital transformation, building, and managing digital data.

At the workshop, Assoc. Prof. Dr. Nguyen Truong Thang, Director of the Institute of Information Technology, Viet Nam Academy of Science and Technology, emphasized that the effectiveness of e-government/digital government is evaluated based on data, especially Big Data. Data is a crucial part of digital transformation, and digital data only truly plays its role when linked with digital transformation. Successful digital transformation requires the convergence of many factors: technical infrastructure, technology, legal framework, and investment resources, and among them, the human factor is decisive. Assoc. Prof. Dr. Nguyen Truong Thang’s presentation focused on the main topics: (1) Technology trends in the 4th industrial revolution; (2) Digital transformation worldwide and in Viet Nam; (3) Big Data in state management activities. Based on practical experience, the presentation analyzed the opportunities and challenges in the process of using digital data to serve the management and operation of public organizations today.

Focusing on the issue of building digital data sources, integrating, and processing digital data, Assoc. Prof. Dr. Luu Kiem Thanh stated that the establishment of databases and digitization of documents needs to be carried out urgently, but also must have a long-term roadmap, paying special attention to the processing and refinement of valuable data, given the growing digital data resources, thereby creating favorable conditions for the management and operation activities of agencies and organizations.

In his presentation on “Digital Data for Decision Making in State Agencies,” Mr. Nguyen Quang Dong shared useful information about the status of e-government/digital government development in Viet Nam, including institutions, policies for digital transformation, and results in building technical infrastructure, particularly digital data platforms. Digital data holds great value in the management and operation activities of public organizations regarding the ability to analyze, forecast, evaluate operational efficiency, modernize systems, and create competitive advantages.

Mr. Le Nguyen Truong Giang contributed a presentation on “Data Architecture for Direct, Electronic, Online, and Digital Public Service Systems,” addressing topics related to organizational architecture, information systems, decision-making systems, application synchronization; distinguishing between direct, electronic, online, and digital public service systems. According to him, building digital data architecture requires standardizing input data based on a common language, systematizing the process of handling operations, thus creating output decision results. The essence of the digital transformation process must stem from system reform, in which the foundational data architecture will help solve the current “dilemma” challenges in the digital transformation process.

Dr. Lai Duc Vuong, NAPA Vice President, shared some insights on the approach to digital government, the levels of digital government operation, and the role of data in the digital transformation process. Additionally, he mentioned that the strategy for developing NAPA, with the goal of building a digital academy, requires establishing an overall architecture and creating a database that meets the requirements and functions of training and academic research.

Expressing strong agreement with the presentations and exchanges of the delegates at the workshop, Mr. Tran Cao Tung shared additional opinions on the development of technology, which creates challenges that require organizational changes in management methods and work approaches, as well as some issues related to the application of Big Data in the operation of public organizations.

In her concluding remarks at the workshop, Assoc. Prof. Dr. Nguyen Thi Thu Van expressed her gratitude to the experts, scientists, and delegates for their interest in attending, submitting presentations, and directly contributing their opinions at the workshop. The shared information, with its deep scientific content and high value, clarified many theoretical and practical issues, providing a valuable knowledge foundation for the workshop organizers to absorb and create scientific arguments that contribute to further expanding research and improving the quality of teaching and training at the Faculty of Archival Sciences and Office Management in particular, and NAPA in general.
