Opening Ceremony of the English Training Course under the “National Program on Foreign Language Learning for Cadres, Civil Servants, and Public Employees (2019-2030)”

On October 25, 2024, the National Academy of Public Administration(NAPA) held the opening ceremony for the English training courses as part of the “National Program on Foreign Language Learning for Cadres, Civil Servants, and Public Employees (2019-2030)”.

Attending the ceremony were Mr. Nguyen Huu Tuan, Director General of the Department of Organization and Personnel, Ministry of Home Affairs; Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President; leaders of NAPA units; course instructors, and course participants.

This training course is part of the activities to implement Decision No. 1659/QĐ-TTg, dated November 19, 2019, by the Prime Minister, which approved the “National Program on Foreign Language Learning for Cadres, Civil Servants, and Public Employees (2019-2030)”.

In his opening remarks, Mr. Nguyen Huu Tuan affirmed that with its extensive experience in training public officials nationwide, NAPA has actively and proactively collaborated with the Department of Organization and Personnel, Ministry of Home Affairs, to implement the tasks outlined in the “National Program on Foreign Language Learning for Cadres, Civil Servants, and Public Employees (2019-2030)” as approved by Decision No. 1659/QĐ-TTg of November 19, 2019, by the Prime Minister. Over the past years, more than ten training courses have been held, with over 150 participants, highlighting NAPA as a reliable institution capable of continuing to fulfill its mission to improve the foreign language skills of public officials across the Home Affairs sector. With a program specifically designed for young officials and public servants, a balanced combination of theory and practice, and the active participation of highly skilled international instructors with extensive experience teaching Vietnamese public officials, this training course will enhance participants’ administrative English skills. It will contribute to the development of their capacity to integrate and work in international environments, thus preparing selected young officials to become future leaders within the Ministry of Home Affairs.

In his remarks at the opening ceremony, Assoc. Prof. Dr. Nguyen Ba Chien, NAPA President, emphasized that strengthening the capacity of cadres, civil servants, and public employees is a critical policy of the Party and State of Viet Nam, aiming to enhance their professional skills and foreign language abilities to meet the demands of public service and adapt to an international and integrative work environment.

With thorough and responsible preparation from NAPA, guidance and collaboration from relevant units within the Ministry of Home Affairs, and close, effective cooperation from NAPA’s partner, HAVINA Teacher Academy, NAPA is confident that this course will be implemented successfully and with high-quality, contributing practically to the successful implementation of the Project “Training Young Public Leaders within the Ministry of Home Affairs for 2023-2026, with a Vision to 2030.”

For the class to be truly effective, Assoc. Prof. Dr. Nguyen Ba Chien encouraged participants to seize this learning opportunity, stay focused, engage enthusiastically, and prioritize time for studying to enhance their English skills, which will significantly benefit their work. This effort also aligns with the successful implementation of the “National Program on Foreign Language Learning for Cadres, Civil Servants, and Public Employees (2019-2030)” as outlined in Decision No. 1659/QĐ-TTg, dated November 19, 2019, by the Prime Minister.
