Firstly, the thesis proposes a theoretical framework as a tool of state management on the coastal marine environmental protection through giving out the definition of state management on the coastal marine environmental protection in a private approach when this term’s connotation is considered to be compatible unity among elements: (i) measures, law, economic policies and technique; (ii) ability to selectively synchronize of the state; (iii) the purpose of protecting the coastal marine environmental quality to serve the coastal and national socio-economic development. Also, the thesis systematically shapes theories of management contents, tools and methods on the basis of focusing on institutional, organizational and operational bottlenecks; clarifies new aspects and approaches when applying state management on the coastal marine environmental protection in Quang Ninh province.
Secondly, the thesis supplements and clarifies influence mechanisms and impact consequences of (i) factors affecting state management on the coastal marine environmental protection: political factors; laws; economy, culture, society; the quality of management human resources; the implementation of state management; investment, international trade; security, marine defense, responses to climate changes and requirements for sustainable development; (ii) evaluate the results of state management on the coastal marine environmental protection with the harmony among criteria on environment, economic growth, political stability, laws, cultural and social development. Thesis asserts: to improve management efficiency has to be through the harmonious manipulation among contents, tools, management practices and practical requirements, impact factors and management criteria.
Thirdly, the thesis proposes a solution system which contains new aspects of content, process, methods, schedule, level, application rates, including: (i) establish a plan on the coastal marine environmental protection; (ii) improve the organization of state management apparatus on the marine environmental protection; (iii) promote the application of state management tools on the coastal marine environmental protection: propagate, popularize; specify the legal provisions; use economic tools, financial resources; monitor, inspect, check and handle; (iv) state management in the application of the integrated management contents to coastal seas; (v) apply science and technology and international cooperation on the coastal marine environmental protection; (vi) strengthen state management in guiding the application of specialized measures: management in preventing, handling pollution sources to coastal marine environment; (vii) manage the environment of the key area – Ha Long Bay; (viii) combine the national security with the protection of the marine environment.
Fourthly, the thesis proposes Quang Ninh province to set Ha Long Bay as a special priority in the planning; limit the coal mining in the buffer zone of the heritage, opencast mining; consider adjusting and supplementing the plan to suit the practical situation of environmental protection of key areas; proposes the Ministry of Natural Resources – Environment to support Quang Ninh province with funding and technique to solve the environmental problems of the coal industry; shift to pit mining, gradually restrict opencast mining; handle rocks from mining sites; thoroughly handle mining wastewater; regard Quang Ninh as a key area to research the investment policies for the management of natural resources and environment; chair and coordinate with other provinces and ministries related to establish economic —social development plan, environmental protection planning.
