Basing on argument and factual studies and approaching scientifically, the thesis has strengthened and added in the academic term the concepts of Young human resources; policy for developing young human resources; roles of policy for developing young human resources; the relation between policy for developing young human resources and other socio-economic policies; characteristics of young human resources in the Northwest. The author has clarified contents of the policy for developing young human resources in the Northwest including policies which have impacts on quantity, quality, structure, recruitment, usage of young human resources in the Northwest.

The thesis argues, analyze and evaluate the current situation of validity, efficiency, and proposes reasons, experience lessons for organizing and deploying The thesis has provided the scientific arguments for planning and building the current policy for developing young human resources in the Northwest of the Party and State.

Basing on forecasts and directive viewpoints of the Party and State and researching results, the thesis introduces a system of solutions for completing policies which have comprehensive impacts on developing young resources in the Northwest in terms of quantity, quality and structure: The policy has impacts on training and education development; about the health field, to increase health of the youth; to attract young human resources to the Northwest; to increase the subjectiveness for the youth in the Northwest; to develop the economy, about the economic development, to eradicate hunger and to reduce poverty; to promote the national character, to increase exchanging activities, to improve the spiritual and cultural lives in the community. And the policy mobilizes the political organizations, socio-political organizations, occupational organizations to participate in training and developing the young human resources for the Northwest.
