In the performance of the Party’s and state’s guidelines and policies toward the higher education, the investment from state budget to the higher and postgraduate education & training via projects at periods is deeply concerned, especially in the condition of international economic integration nowadays.
Pursuant to the basic content of the state management to assess the policies on investment from state budget to the higher and postgraduate education & training for both theory and practice, the dissertation has new scientific contribution as follows:
2. The content of summary information
2.1 With regard to theory: The dissertation presents, reason and analyze wholly, systematically with scientific foundation on the state management toward the investment projects from the state budget to the higher and postgraduate education & training including content, subjects of state management toward the investment projects from the state budget to the higher and postgraduate education & training; state management content toward the investment projects from the state budget to the higher and postgraduate education & training includes managing investment activities from the state budget to the higher and postgraduate education institutions, project management, public investment program, investment project management for scientific research activities, editing curriculum, managing investment project supporting the human resource of the higher education and supporting students;
The dissertation presents experience of state management in the program, investment project in state budget to the higher education in some countries in the world;
2.1 With regard to practice: On the basis of analyzing the situation of state management toward the investment project from the state budget to the higher and postgraduate education & training in period from 2010 to 2012, the dissertation points out the achieved result, the limitation in the content of state management toward the investment project on the state budget to the higher and postgraduate education; Reason of such limitation includes: the state has policies on socialization but they are not applied to the use of state budget to the education in general and higher and postgraduate education & training in particular; the financial policy to the higher and postgraduate education is not renovated; The state is not consistent in the investment strategy for the development of education system, the school fee, supporting student facing difficulty; state management agencies for higher education are assigned to apportion the student enrolment norm to institutions of higher education;
On that basis, the dissertation proposes the orientation for renovation in state management toward the investment projects from the state budget to the higher and postgraduate education & training including: Renovating financial regime to the education career in general; renovating the state budget proportion to the higher and postgraduate education & training; renovating the regime of creating income source of the institution of higher education via school fee; renovating the regime of investment management to the higher education from the ODA source; renovating investment regime of state budget toward scientific — technology research activities in universities; renovating investment regime of state budget in higher education and developing.
